There are 86 missing children from Mexico at the International Centre for Missing & Exploited Children (ICMEC), and the National Center for Missing & Exploited Children (NCMEC),but missing 8-year-old boy David Lizarraga Gomez is not one of them.
TIJUANA: Baja California authorities issued an Amber Alert yesterday in a binational search for a missing 8-year-old boy named David Lizarraga Gomez.
He weighs 72 pounds and is 4 feet 6 inches tall. He was last seen at 3:30 p.m. Saturday at his home in the Colinas de Agua Caliente section of Tijuana. The boy was wearing black sweat pants with a white trim and a blue T-shirt.
Authorities believe he could be on either side of the border. Anyone with information about his whereabouts is asked to call Baja California authorities at 011-52-664-607-8910.
Earlier this year, Baja officials launched an AMBER Alert program according to the UNION-TRIBUNE.
Baja California has become the first Mexican state to adopt the voluntary Amber Alert program, which spreads the word about the most serious child-abduction cases, authorities said yesterday.
Rommel Moreno Manjarrez, Baja California’s attorney general, said his agency will begin issuing immediate Amber Alerts in cases where a child’s life is considered at risk. Until now, Mexican officials have typically waited 72 hours before issuing an alert, to verify that the child was truly missing.
Moreno was accompanied by U.S. and California law enforcement officials in making the announcement yesterday in San Diego. He said the program will improve collaboration among agencies in both countries in cases of cross-border child abductions.
The U.S. Department of Justice plans to train law enforcement officials in U.S. and Mexican border states in the Amber Alert program, said Cecilia Duquela Fuentes of the department’s Office of Juvenile Justice and Child Delinquency Prevention. –S.D.
Update 06-09-09: Amber Alert canceled; boy’s body found
TIJUANA – Baja California authorities have canceled their Amber Alert for 8-year-old David Lizarraga Gomez after finding the body of a boy matching his description inside a suitcase near his house in Tijuana.
A spokesman for the Baja California Attorney General’s Office said that the body had not been officially identified.
David was last seen Saturday afternoon at his house in the Colinas de Agua Caliente neighborhood. The body found Monday afternoon was inside a suitcase left in an empty lot minutes from his house.
According to News10, a family member was taken into custody.
Update 06-10-09: Boy’s killer joined in search for his victim
TIJUANA — After strangling 8-year-old David Lizárraga Gómez, stuffing his body into a suitcase and dumping his body in a nearby lot, the boy’s confessed killer said he joined Tijuana neighbors in their search for the child.
José Rubén Quintero Mariscal, 19, told reporters yesterday that he had killed the boy “out of impulse,” and joined the search because “I felt guilty, I didn’t know how to make things right.”
Investigators said Quintero told them the crime occurred after the boy came to his door Saturday afternoon, asking for an aluminum can. After inviting David inside, Quintero decided to sexually molest him, the investigators said. When the boy resisted, Quintero wrapped a shirt around his neck until he stopped breathing, fearing he would report him, authorities said.
The boy’s body was found Monday afternoon – about 48 hours after his disappearance – on a steep weed-filled lot behind the apartment complex where he and Quintero lived.
