GLYNN COUNTY, GA — The Glynn County Police Department is looking for a missing child. Christopher Michael Barrios Jr., 6, was last seen around 6:15 PM Thursday night at the Canal Mobile Home Park at 150 Horseshoe Lane.

Presumably, he was entered into the NCIC computer systems which lead to him being classified as “Endangered Missing” at the NCMEC.  Note: There was no Levi’s Call (Georgia Amber Alert) issued.

Criteria:

  1. law enforcement must confirm that an abduction has taken place
  2. the child must be at risk of serious injury or death
  3. there must be sufficient descriptive information of child, captor, or captor’s vehicle to issue an alert
  4. the child must be 17 years old or younger

There seems to be overwhelming support from groups wanting to aid in the search for a missing 6-year-old boy today. The problem is he went missing on Thursday evening and it is now Saturday morning. There are over 110 sex registered sex offenders in the county. One of those offenders is his father, Christopher who was convicted of Statutory Rape.

 Hopefully the search will be successful this morning as the weather is changing to make search efforts more difficult if he is lost and not abducted. Local weather forecasts”

Today: mostly cloudy. Areas of fog early in the morning. Chance of showers and afternoon thunderstorms. Some strong thunderstorms may produce gusty winds and small hail late in the afternoon. Highs around 70 inland, in the upper 60s coast. East winds 5 to 10 mph. Chance of rain 40 percent.

The main focus is to recover a missing child. However for those concerned about the safety of their own child, once again statistics may cause undue fear.

The National Crime Information Center (NCIC) Missing Person File is an automated database system that stores descriptive information about a missing person using a specific set of identifying factors. Since the Missing Person File is divided into 6 individual classifications, it is extremely important for the reporting officer to accurately assess each case and designate the proper entry category.

NCIC entry categories

Disability-(MKE/EMD) A person of any age who is missing and under proven physical /mental disability or is senile, thereby subjecting him- or herself or others to personal and immediate danger.

Endangered– (MKE/EME) A person of any age who is missing under circumstances indicating his or her physical safety may be in danger.

Involuntary-MKE/EMI) A person of any age who is missing under circumstances indicating the disappearance is not voluntary such as abduction or kidnapping.

Juvenile-(MKE/EMJ) A person younger than 18 years of age who is missing and does not meet the entry criteria set forth in other categories.

Catastrophe-(MKE/EMV) A person of any age who is missing after a disaster.

Other-(MKE/EMO) A person 18 years of age or older not meeting the criteria for entry in any other category who is missing and for whom there is a reasonable concern for his or her safety.

NCMEC Categories are different classifications then the NCIC.

What will happen once the child is found? Will Law Enforcement go back into the NCIC system if he were abducted changing him to Involuntary? Will the NCMEC change him from Endangered to Non Family abduction? It may not seem important but budgets, resources and public perception is all based on why this child is missing.

Note: First Coast News is reporting:

A $26,000  $27,000  $40,000 now $32,000 (FCN has changed the reported reward being offered for his safe return).

It is unclear whether their wording of the reward suggests he is believed to have now been abducted.

Update 03-12-07:  The Georgia Bureau of Investigations today issued a Levi’s Call (Amber Alert) for him.

Note: One of the debates over the Jessica Lunsford Act is the manner in which sexual offenders are treated as opposed to sexual predators. In the search for Christopher Barrios it does not appear his father’s criminal record has made any diiference to those searching for or investigating his disappearance. The Nancy Grace show even was able to squeeze in some mention between exhaustive coverage of Anna Nicole.
